I get the idea. Logically, how many people would give a child a gun? Now how many that wouldn't would try to get games? It's something more easily accessible in a generalization I think, so they want to make it more severe to bring their point across.
By that logic petty theft deserves a higher punishment then murder because it is much more common and easier to do.
